Many people in Norwich, Conneticut use this parking garage when they go downtown.  Our client uses it many days when he parks for work.  When it snows the users of the parking garage must walk from their car to the elevator to get down to the street level.  The design of the top floor is poor.  Snow and ice tend to accumulate right near the area when people walk to get to the elevator.

In this case our client parked his vehicle on the top floor of the Market Street parking garage located on Market Street in the City of Norwich. He was intending to exit the doorway leading to the exit of the south end stairwell when he fell on ice that had accumulated in front of the doorway which had not been removed, salted or sanded.
